Thanks so very much for sending that document. Hue.  I posted it at 
http://aafradio.org/docs/C-184.html

On the apparent limitation of transmitter use to the AG, AH, and AL, I 
suspect it was simply that these sets were specifically in mind when the 
contract was issued.  "Just the facts, Ma'am" keeps them out of trouble 
if someone decided to try it in a later set and it didn't work for any 
of the myriad reasons caused by changes in manufacturer.
