As I remember it, this question came up on one or the other of the mil radio lists some time 
ago. At that time, the consensus was, as I remember it, that many of the early bathtubs had 
simple mineral oil in them. The PCB oil was not invented, or widely used, until later. 
However, as to which oil is in your particular caps, it may be difficult to find out.

I would treat them with some respect in any case.

I WAS told by a HazMat expert that the quantity of PCB in even a fairly large oil-filled cap is 
literally "insignificant" as far as the Feds are concerned, and it can simply be thrown in the 
trash. I was somewhat surprised to learn this, what with all the hype on it a few years ago.
