   Looks like a phasing SSB exciter with a pair of 1625 grid driven amplifier and perhaps a pair of 816 rectifiers along with VR tubes.  The power transformer is mounted with the terminals on top thus the aluminum shield. Suspect the power supply filter components must be below the chassis as are the loading capacitors. There is also a current limit relay with reset on front panel.

   I just can't imagine any of the younger hams these days having the patients to do such a project. Lots of time and I am sure a lot of trial and error getting the final product to work.

   Fine piece of ham homebrew equipment.
