"What they were told to do.."  is a key part of it.  I have an ARC-5 VHF set that was modified per the surplus handbook.  Per the book, they stripped out all of the crystal controlled circuitry, including the relays and crystal sockets.  Having made that space available, they left it empty.

What was the idea behind this?  It was a useless effort that only resulted in, at most, some parts tossed in the junkbox.  You had to add a local tuning knob and an audio volume control of some time but there was no earthly reason to strip out any circuitry.   

Decades ago I converted a Type 12 VHF set per the 73 Magazine article, but you pretty much had to do that in order to add local controls and get it to work.  In contrast, with my R-11A I had to do nothing to use it in its original state.
