[ARC5] Contract 74912 - June 29th, 1940

As I wrote a few days ago, I can't yet prove it but am becoming more and 
more sure that 74912 isn't a complete contract number.  NOs-74912 is the 
complete contract number.  Or to put it another way, 74912 may not be unique.  
There may for example have been an NObsr-74912 as well.  Reason for thinking 
this is that for example in May 1942 there was issued NXs-491 (TCZ). In 
February 1940 there was issued NOs-71780 (OE-5).  And a lot of other similar 
examples.
