I don't agree. 

I, for one, have been operating on 60 meters during several interoperability nets. Those nets 
include military, commercial, MARS, government stations (including FEMA) and amateur 
operators.

Those non-amateur stations are, for the most part, technically vastly different from the usual 
amateur operation.
