[ARC5] First Post and Questions

The reason that we have 60 meters is for interoperability with other 
services.
The other services come under NTIA which requires the frequency stability.
60 meters is channelized so that we can communicate with channelized 
equipment used by the agencies that we share these frequencies with.

We are lucky that these agencies realized the value of trained amateur 
operators and were willing to let us use their channels.

If you look at the rules that allow us, in the United States, to use the 
frequencies that we use, you will not find the word hobby included.
We are a service.

  PART 97—AMATEUR RADIO SERVICE

Subpart A—General Provisions

§97.1   Basis and purpose.

The rules and regulations in this part are designed to provide an 
amateur radio service having a fundamental purpose as expressed in the 
following principles:

(a) Recognition and enhancement of the value of the amateur service to 
the public as a voluntary noncommercial communication service, 
particularly with respect to providing emergency communications.

(b) Continuation and extension of the amateur's proven ability to 
contribute to the advancement of the radio art.

(c) Encouragement and improvement of the amateur service through rules 
which provide for advancing skills in both the communication and 
technical phases of the art.

(d) Expansion of the existing reservoir within the amateur radio service 
of trained operators, technicians, and electronics experts.

(e) Continuation and extension of the amateur's unique ability to 
enhance international goodwill.

Again, the only reason we have a 60 meter authorization is to allow us 
to communicate with the agencies that we share this spectrum with. We 
are allowed to communicate with other amateurs, on the 60 meter band, on 
a non interference basis with the primary users.
