[ARC5] [Milsurplus] Differences between groups

Milsurplus is somewhat general, ARC-5 is more topic specific.

If you are on multiple lists, you'll see overlap.  I get some messages a 
dozen times a day.  I just delete the extras I'm not interested in.  It's 
been like this for over twenty years now for me.  No big deal, just the 
nature of things.
