First, thanks to all who helped by offering suggestions and ideas.
In summary:
All of the bypass capacitors were new so that was not an issue, I did check their capacitance, leakage, and grounding.
I changed the oscillator coil inductance and changed its inductance both higher and lower but was still not able to align at 210 kc. 520 kc was never a problem adjusting.
So I aligned at 520 and 210 kc signal generator frequency BUT with the dial set 10 kc higher (as suggested). I then marked and drilled a new dial pin hole (0.052 inches dia.) with the dial set at 520.
The results: The dial now reads within 1 kc although I haven't checked across the entire band. I do use the BC-453-B for monitoring the NDB I maintain and for just NDB chasing.

Finally, Ken, I'm ready to start on a 946 so we need to get together.
