No, it was very early VHF, which puts it into a different category.  Plus 
it may hold the military set longevity record, if only because as long as it 
could be kept working, USAF didn't have to spend any budget money complying 
with the VHF requirement.  The Navy did much the same thing, and for the 
same reasons.
