The dials are definitely ARA/ATA or SCR-274-N or AN/ARC-5.

The only RU-series receiver that uses a frequency-calibrated dial anywhere is the 200 to 400 kHz RU-2A beacon band receiver.  The SCR-A*-183/-283 uses small frequency-calibrated dials, but only on the MC-125 command set receiver remote tuning unit.
