Relative to WD-40, it originally was designed as a wipe down for the stainless steel skins of Atlas ICBMs and later was adopted for a similar purpose for other ballistic missiles. And it contains a cleaner in addition to the mineral spirits. It is great stuff and inspired the entire spray lubricant industry. However, I have found that mineral sprits by themselves will not dissolve plain old dirt, mud, such as dirt dauber wasp nests; that requires water. The cleaning agent in WD-40 may help with getting rid of mud, but I have not tried it for that.
If you are cleaning actual electronic parts, such as potentiometers I prefer LPS-1 to WD-40.
