It depends greatly (at least 2 to 1 ) upon whether what he has is really a
complete ATC, TCZ or AN/ART-13(*) or only the transmitter. If it is only
the transmitter (and it probably is because lazy hams have for years
incorrectly referred to all of the transmitters by themselves as "a ART-13" (sic)),
and if it is actually a T-47/ART-13 or a T-47A/ART-13 (the two most common
models overall), then Jeep's general range is reasonable. If it is a
T-412/ART-13B, then add $100 to $300. If it is a COL-52286 or COL-52286A and marked
for ATC or ATC-1 then add $200 to $400. If it is a COL-52286 or COL-52286A
and marked for any model of TCZ, then add $300 to $500.
If (highly unlikely) it is actually a complete AN/ART-13, AN/ART-13A,
AN/ART-13B, ATC, ATC-1, or any model TCZ, then at least double the appropriate
total from above.
If you take it to most hamfests, expect to get maybe $400 for if it's just
the transmitter.
