USAF MARS was using this technique in the 1960s for the HF SSB nets in the southeast.

Yes, but the link is not correctly configured.

the document opens correctly. The site is not configured for HTTPS so a
browser yells that the certificate is not trusted.

The PDF is 2.8 MB in size which I downloaded to my computer.

I use Linux so no virusscanner needed although I do have one available.
I scanned the downloaded PDF and my scanner (clamTK for Linux) found no
malware.
