[ARC5] All 13 "Command Set" Receiver Adapter Panels

That sounds about right. On the tunable VHF set at
http://aafradio.org/flightdeck/arc5-4.htm there is another complication
on the C-24/ARC-5 and that is a black lacquered thin steel plate that
blocks off the CW position, since the receivers do not have a BFO. I
found one at a hamfest in Maryland, but the other came from the 'bay.
Unfortunately, the "manual" for the set is a brief 13 page addendum (my
everlasting thanks to Gordon White) that doesn't contain part numbers,
but I suspect if one was produced, it only had a part number for the
block-off plate...the C-24/ARC-5 being otherwise identical to the HF
version.

These were almost never used in real military installations and so were never made in great numbers. They have always been in great demand since post-WWII surplus releases after 1945.
