[ARC5] Ceramic Versus Phenolic

Any of y'all know if there is a rhyme or reason why sometimes ceramic octal tube sockets are used in WWII vintage equipment and sometimes its phenolic tube sockets?  

I would think that ceramic would be superior but does the application matter as to which is used?

Somewhere I have the remains of a WWII vintage BC-357 or something like that and it has ceramic tube sockets.  Most equipment seems to use phenolic ones.
