Yeah, I think that was a robo-call endorsement of a mainstream candidate by a purported representative of some unsavory fringe group.

Maybe the calls are really from opponents to antagonize voters against that particular candidate!

Here's what confuses me about those political robo-calls: how do candidates expect to get votes by pissing people off? Those calls are really annoying.
