You just hit one of my favorite rants, mail from Detroit area (where I live and have a bunch of relatives) to Windsor which is due south, yes I said south, across the Detroit river about a mile or so (and a big bunch of relatives). Mail in Detroit is gathered together and put on a truck (!) for the journey across the bridge or tunnel. Once in the Windsor P.O., all the mail collected is gathered together and put on a truck (where have I heard this before?) and sent to Toronto (!) for sorting. Mail for Windsor is then put on a truck (sometimes I think they use dog sleds in winter) and sent back to Windsor. And for all this we pay airmail rates!! Service is generally 4 or 5 days.

For whatever reason, the originating location within CONUS does not figure in to the postage charge. It costs you the same amount to send a package to Windsor, ON from San Diego, CA as it does from Detroit, MI. And it probably goes to Chicago, IL first in either case. :-)
The $95 price assumed that you used the optimum size box and lightest practical packing materials. The $123 price was with the box and weight that you listed, I think.
