No, not P-40.  P-400 was the USAAF name for the Airacobra Mk.I, export version of the P-39D,  that was rejected by the RAF.  It had a 20MM cannon firing through the center of the prop and a British oxygen system that was incompatible with US oxygen supplies and masks. 

It appears that all versions of the P-39 used 28V electrical systems, and virtually all of the systems were electrical.

As for the P-40, the USAAF models earlier than the P-40C had SCR-283 and the P-40C had SCR-274-N There were no P-40C and earlier on Guadalcanal.  Some of the later P-40D and P-40E may have had SCR-283, since I have a pilot's manual that mentions the 283 as a possible option.
