[ARC5] Strange problem with racked transmitters

Ah, only when the other transmitter is keyed. That was not made clear
at the outset.

Have you verified *by sight* that all relay contacts, including those
of the antenna relay, in the offending set are open when the other has
been keyed and is delivering RF?
