[ARC5] Strange problem with racked transmitters

I was very lucky ( or at least thought I was) to have acquired this BC 696 that was "refurbished" , wrapped in clear plastic with a tag dated 1951. This unit was far from pristine. the case had scratches,dents and dings from prior use, but intact. The worst thing about it was whatever cleaning agent they used, was rather corrosive and ate some of the screw heads and etched the case in some areas. The bolts that hold the large mica caps to the side of the chassis were totally corroded through.  It even ate into some the small front panel knobs. However, all of this damage seemed to be confined to the exterior. In short, this unit was not modified, except by me replacing the select relay with a 14V version and rewiring the antenna relay...and, yes, I checked, rechecked my work! 
I also recapped the 3X.05 pot in the rear of the chassis since they were reading about 1.5 megohms each!

When selected, this transmitter does seem to work OK  with good power output and stability,. It does not draw excessive current while operating, only when it supposed to be in standby and the other transmitter (bc-459) is keyed. Very strange!
