What you are describing is a common problem with the VFO's in the Kenwood T-520 and TS-820.  Aside from making sure there are no spiderwebs or debris shorting out the tuning cap plates, clean the area where the wiper at the end of the tuning cap hits the shaft.  Deoxit is fine if used very sparingly but I much prefer to use LPS-1 for lubrication.  You may even want to see about adding another wiper in a different location.
