I found the attached post that details the Rules of Ware.

No, I don’t know.

Nope, sorry.
This post by Bill Hawkins in 2010 tells of the Rules of Ware - they are detailed by Larry Ware at the end:

Hi Bill and gang,
I disposed of some softrock SDR kits early this year and invoked Rules of Ware, but my description was functional, and not as fun as what Larry would write.
I just had to locate a copy.
So, off to the archive! Had some password problems, and it seems that the search is broken. Downloaded month by month, starting in 1995 when I joined the list, searching on Larry's old e-mail address (lrware at pipeline.com) and BINGO, I found it.
WITHOUT FURTHER ADO, I PRESENT, FROM THE LIST ARCHIVES, THE RULES OF WARE! (below that is another Larry e-mail with some of the replies he received to his offers)
* To: Old Tube Radios <boatanchors at theporch.com>
* Subject: Rules of Ware, and yet another giveaway
* From: "Lawrence R. Ware" <lrware at pipeline.com>

Good evening firebottle fanatics!
Tonight for your edification and amusement I present:
Larry's Latest Giveaway -or- Stuff for Free part 23.
(made up the part 23, done this enough times to lose count anyway :-)
Tonight I wish to do two things:
1) Post a *short* explanation of what has become known to a number of
members, (primarily those with an *odd* sense of humor :-) as the
"Rules of Ware." Several private requests have reminded me that it
is probably time for the "long version" again.
2) Once again dump some junk, Errr. "Great Stuff" on unsuspecting
fellow travelers... :-)
About 1.5 years ago we had a minor flare up on BA concerning
auction rules and procedures. Jack stomped it flat *real* fast, but a
lot of hard feelings were still around.
Partly as a joke, and partly to make a point, I gathered up boxes full
of old junk and started to give it away in a sorta contest format.
Over a period of several months lots of junk was passed on to
new homes under a semi whimsical, often changing set of "rules."
I received a lot of positive e-mail concerning what I was doing and
several people began publicly referring to the giveaway rules as the
"Rules of Ware." It kinda stuck... :-)
I'm still flattered, was even more so when Jack Hill referred to the rules
as my personal "list immortality."
I change them slightly whenever posted but in essence the deal goes
something like this.... (Drum Roll for effect here please, maestro...)
Tonight our premier item is one copy in very good condition of:
"The Principles Underlying Radio Communication"
Second edition, Radio Communication Pamphlet # 40.
Prepared by the Bureau of Standards, Revised to May 24, 1921.
Signal Corps, U.S. Army
Pamphlet, Hrrmphhh! 620 hard bound pages of 1921 technology, with drawings,
charts, diagrams, and lots of fine print to squint at late at night whilst
trying to cure insomnia... Hrrmphh! (Somehow, I can't do that part nearly
as well as Bobbi Barmore, maybe I'll ask for lessons.:-)
Anyway the book is Item/Lot #1 for tonight.
Item/Lot #2:
One each large 100 KC, (not Hertz, KC, says so right on it :-) crystal
and non matching crystal socket. The socket is an old bakelite
Amphenol thing for an even bigger crystal. They don't fit together, but
then shortly that will be someone else's problem, won't it? :-)
The crystal is about 1" X 1" X 3/8" with fairly hefty pins.
Reminds me of a HC-6 someone fed too many vitamins.
Item/Lot #3:
One copy (A little beat on the outside) of Rider Publications
"Low Frequency Amplifier Systems" copyright 1959. This is a small
(80 pages) book of mixed tube and sand state information.
That is going to do it for tonight, I'm already getting tired of typing...
The rules:
Here's the most important rule: I *would* like shipping
reimbursed, lately some of you have been forgetting that the USPS
requires real money, (That's the government for you... always expect
you to pay first, maybe get something later... :-)
1) You get to pay the shipping.
Winners will be determined by:
2) Tell me why you need/want them, points awarded for:
a) For the books, you must be willing to quote them back to me on request.
b) Needing them to complete a project or repair.
c) It's for someone your "Elmer-ing."
d) *Making up an outrageous story of what you will use them for. :-)
* For item "d" the taller and more unbelievable the better...
Hamsters, Lawyers, and space alien Hamster lawyers
in Newark who "phone home" are good. Stories about Tooth
Faerie(s), gold fillings, or how the CIA is spying
on you by listening to your teeth, are also good.
Stories about Nipper, Radio Control, Secret Societies,
or how the secret Societies used radio control on Nipper,
get extra points for the tie breaker round this time... :-)
3) Bonus points to anyone who has sent me a manual, helped
me find a part, or provided advice, (good or bad, it's the effort that
counts. :-) or sold me something at a reasonable price.
4) Bonus points to everyone who posts thoughtful technical messages
to the BA list.
Winners will be determined any darn way I feel like.
Judges decision is final. (Although open to bribes :-)
