I agree. Except to say that the figures will be inflated at any voltage
that the receiver will operate at by the same percentage. After a few hours
of operation, the leakage current will vary linearly with the supply voltage.
So the added load current due to leakage will be the same percentage
regardless of the voltage (at least up to the sudden failure point).
