Milsurplus mail is most likely being delivered by a different server 
that has a different IP address.  Earthlink (and a few other ISPs, to be 
fair) largely relies on a constellation of Blacklisting websites, and 
any of them can trigger an Earthlink block.  I use a free tool called 
MXToolbox (http://mxtoolbox.com/ ) that monitors more than 100 
blacklisting websites and lets me know when my e-mail server IP address 
is blacklisted.  Invariably when one pops up, I begin to have Earthlink 
block my e-mails to their customers.  Other ISPs seem to add a bit of 
judgement to their decisions...I suspect (but don't know for certain) 
that Earthlink has an automatic blocking default that isn't monitored by 
a live person.
