[ARC5] [Milsurplus] Cleaning fine crackle paint

I guess that's a good question. Why did they do what appears to us to be extra work? Perhaps it was what the military acquisition specifications called for, with of course all the 'logic' that government-type operations work with -- some non-technical type said that's what a radio was supposed to look like!

Reading intently.....However, dumb question:  Why "wrinkle" paint in the first place?  I sure like how it looks, reminds me of the old surplus stores on Radio Row.  But why not just Mk ! Mod 0 black/gray paint?  There is a war on you know....

 I should clarify that the item I'm concerned with is not a cabinet/case but a steel chassis with fine black crackle paint and all the components (switches, knobs, indicator lamps, transformer, chokes, capacitor can, tube sockets) mounted on the chassis. So, I guess I ought to be wary of strong soap and other chemicals, because I don't wish to strip the parts off.    
     
 I think I see that one of my problems is that the toothbrush doesn't have fine enough bristles so I'll add a paintbrush to the my tools. There is some oily dirt from a mechanical automatic keyer that I'll need to use some degreasing action on but there are few screws or components nearby that to worry about. And I should expect to have to treat the paint (oil or wax) after all cleaning since I may not get all the fine dust out of the crackle & it will make the paint appear faded if untreated.
