I suspect the callers are minimum wage folks.

Spammers, however, are another story.  A friend of mine attended an 
anti-spammer conference once, at which a noted spammer was invited to 
speak. He started out with something like this:

"I send a million spams a month. I make $100K a month. You got a problem 
with that?"
