[ARC5] GOOIT Warning

What procedure did you use for that test, Wayne?  
 
On one eBay auction for this item, I saw a distance (in meters) for VHF and for UHF. Did you get too close to the radiating antenna? Did you have the telescoping antenna on the GOOIT fully out? 
 
The mode of modulation would not have an effect. The counter is simply measuring the "carrier" frequency. 
 
I suggest you complain to the seller and see what happens from that point.
