I dunno, Robert.  It is the "first try" model of this 
transmitter,
which was nomenclatured "BC-950."  It has the 815
modulator removed from the later T-23.
There is no sign that it ever had a nomenclature tag attached.
The front panel markings are different from production units.
The wiring shows a lot of evidence of being "moved around."
Maybe.
