That already is big business in Europe where swapping engines or modifying 
the internals substantially is illegal in many countries.

My #2 son had his 2010 BMW 335D (twin tubo diesel) modified by a master 
tuner/programmer in Germany and he can now go from a mild 265hp and 425 
torque to close to 400hp and 525 torque all from a laptop while driving. 
Even leadfooting it around Europe he was getting 33-35 mpg on the open 
roads.

Since he has been in Tblisi Georgia for the past 16 months he detuned it to 
run on what passes for fuel there. He will be retiring in a few months and 
hopefully working in Germany for one of the contractors used by the US 
military or NATO.
