mind and, until someone comes up with original ARC documentation,
speculation is the best there is.

Yes, ARC did EVERYTHING for good reason AFAIK.

No, I'm unconvinced of the correectness of the reasons postulated so far.
There is too much 'ham lore' that is just plain wrong.
