Adding to the query,  it may be that Quackenbush (MIT) was the 
inventor.  However, the tie-in to NRL may be the MIT-RADLAB, as they 
were in direct collaboration during WWII. Hence, the connectors may have 
been, in fact, produced, rather than "invented" wholly by the machine 
shops at NRL.  Just a thought.  Tangential to all this, were PL-259's 
available for sale before the war?  Or, were they, and wide use of coax, 
but one more product of the war effort?  Inquiring minds ask...
