We aren't talking here about a "safetly bleeder", Mac: we are talking about one that will 
maintain "critical inductance" at low loads.

Look it up.

A choke input filter needs enough of a load on the output that the inductance of the 
choke will remain high enough that the choke acts like a choke, and not a "wire".
