Somebody asked what would be an "adequate bleeder."  It's been many years since I looked up that sort of information, but I'd say that a 20k, 25W resistor would work just fine.  That bleeder would draw 25 mA and result in a 12.5 Watt draw.  You might want to go with 40k @ 10W to drop to a 12.5 mA and 6.25 Watt draw. The latter would certainly be more than adequate as a "safety" bleeder.
