You can usually get a pretty fair idea of the power capability of any 
transformer from the size of the core and the weight. I've gotten so that I can 
look at a power tranformer and guess the wattage capability pretty closely. 
There are even forumlae out there on weight vs power capability, and size of 
core vs power capability.

REGULATED might be possible with such an overly high voltage 
transformer. But you would need at least two large pass-tubes to handle the 
current. Such a power supply would be unnecessarily complex to use only 
with an ARC-5 transmitter, although it would be a good laboratory 
instrument, useful for other things.

Any good handbook would have good circuits for building such a supply.
