The March 2013 issue of Electric Radio contained a few different schematic options for ARC-5 transmitter power supplies.

The HP-23 delivers way more voltage than needed and you would also need to
provide a lower regulated voltage for the osc and perhaps the screen as
well (to reduce chirp).

An old TV transformer would probably do it.  You could probably get 500V
out of it with a cap input filter and the current need only be around 100
to 150mA.  Off that HV rail I would power a stack of VR tubes.  Pick off at
two VR tubes for the osc and the full stack for the screen.  For example a
105V + 105V + 75V stack.  This is pretty much what I did.  Later I added
some HV regulation but that is a frill.
