Could be. Although that sort of depends on which version of the manual you
are quoting from. I'll have to look in my manuals to see where I find that.

In my own case, I had read my version of the manual to state that 400 mW
output was the normal maximum output power at the voltages which were
normally used.
I went through an exercise on this forum about a year ago when I was trying
to measure the true audio output power from one of my refurbished
junquers, since its audio output "loudness" into my "matched" speaker
seemed to be much greater than what I had imagined 400 mW would
provide.
After much messing around, I finally verified that at maximum volume, and at
225 VDC plate voltage, the maximum output I got was 400 mW, exactly.
The input level from my signal generator was "full quieting". As I remember it,
I was also looking at the audio output signal with my scope and was
adjusting the input so that the output exhibited minimum distortion.
I was basing my previous statements on those factors.
In any case, the point I (think) I was trying to make is that 400 mW output is
plenty enough for our purposes.
