I have routinely worked DX on 40 meters with 15 watts (max),
crystal-controlled, with my AN/GRC-109. The most recent was only a few
weeks ago. It has been my experience that if I can hear them, I can generally
work them at that power level.
In MY experience, the difference in signal levels at the RECEIVER between
100 watts and 1KW is, most of the time, truly indiscernable.
HOWEVER, and again in my experience, QSB is often completely eliminated
at the higher power level, while it would cause significant problems at the
lower power level.
I am talking about achieving 100% written copy...as in accurate traffic
handling, not casual conversation in which much of it can be "guessed" with
high accuracy.

I most heartily agree with THAT statement, Les!!!
