Yes. Both the transmitters and the receivers, but they are seldom listed as "ARC-3". Most of 
the time it is something like RT-77 or something like that.

I have both an ARC-3 receiver and a transmitter here, but no control boxes or cables.

I've always wanted to try them on 2 meter AM.

BTW, there were at least two "upgrades" to the ARC-3 equipment which added many more 
channels. One was the ARC-36, and the last iteration was the ARC-49. 

Those were used up until quite late. Apparently, they were unusually reliable gear.
