FYI, here's what Wiki has:

In scanning the article, the transmission of rotary motion is not
mentioned, so I'm inclined to think Bowden referrs to push-pull cables, as
used in bicycles, etc., only.
I've always called the tuning cables either 'spline cables' or 'spedometer
cables', but that means little.
