[ARC5] Re-reading Gordon White article...

I'll give this a shot next time some "lab time" avails itself. What are
usual suspects of this failure mode? Weak tube? Resistor value gone high?
Leaky cap? I've already made certain that the variable cap plates aren't
shorting out.
