I think there's a mistake in assuming that testing didn't begin until
assembly was completed.
On production lines, testing usually takes place in stages. Perhaps
the two 7K resistors were installed and wired as a voltage divider
at a very early stage, before any of the other wiring was done and
with tubes not yet installed. Plug in a purpose-built test unit and
voila, you get an instant half-voltage indication that the resistors
and their ground lug are doing their job and without any danger of
damage to tubes. Leave them running like that for the specified time
to see whether anything fries. Perform vibration and drop tests
while monitoring the half-voltage. If everything passes, proceed to
next stage.
