[ARC5] BC-454-B Dymamotor Questioned

I can easily believe TX, but CA is surprising.

In Taxachusetts, they check everything, including brakes, lights, turn
signals, wipers, windshield washer, horn, tires, emissions, body rust,
glass, and a bunch more.

Not that it actually does any good except make work for the inspection
stations, who collect hefty fees.
