I recommend using a shunt regulator (as has been suggested) for the
osc. I use VR tubes but solid state works well too. One thing I
would suggest you add is another shunt element on top of the stack to
power the screens of the PA. This will typically eliminate any
remaining chirp. The screens consume more than 10mA so the current
feed to the shunt elements (tube or solid state) would need to be
boosted.
