You made me get out my Faber Castell 52/82 slide rule.
15.6 db is correct. In this case, it doesn't matter whether the voltages are
expressed in pk-pk or peak or RMS, so long as they're both expressed
in the same terms so it's then simply a voltage ratio.
I'm rather surprised at the figures. They seem to indicate you have a very
high noise level on 28 MHz in your area.
