[ARC5] Novice License document

Tim,
 
I still have novice ticket from 1958. I had to apply for a Conditional  
because I lived so far away from an examining point, I think I still have it  
too. They are not marked as canceled. My FCC commercial licenses are all 
marked  canceled after an upgrade.
