These are old-tech radial. CDE still sells them, and they are VERY expensive 
from Mouser....like almost $30.00 each. They are CDE's type WBR.

I had them here in my stash, and they tested out very good. ESR was 
something like 1.3 ohms, and leakage at 450 VDC was essentially zero.

Interesting! Well, I may end up buying some of those to complete this job. 
The package I built is almost exactly 1/4" too long to fit back in the metal 
can.
