[ARC5] Lend-Lease (was P-40 Found in Desert)

Funny but I dont think that stretching payments over 66 or so years at the 
WW2 exchange rate was a bad deal for the UK. They received the same deal 
from Canada and paid that also.

Generosity is one thing but the Brits have a high level of responsibility 
and ethics and arent like many countries always with their hand out and then 
stab the US in the back once they have the money.
