[ARC5] Japanese technology

Not true regarding radar, our army radar in 1941 was better that what the 
Brits had and our Navy radar was even better.  However, the Brits initially 
organized the use of their radar better.  Remember it was all super secret 
at the time and the Brits had better PR people.  While the British invented 
magnetron made a quantum leap in performance we were no slouches when WWII 
began.  As for torpedoes, that was another sad story.
