Yep...they all should have the i.t. washer.

Additionally, the original equipment screws were not stainless steel,
but plated brass.  Lengths were not all the same either.  Plus, when
screws for receivers are considered, some were black and indicated
the screws which did not need to be removed to lift a cover.  All this
could detract from an original command set, so it should be clear when
the original and proper screws are not present.  It may not make a
difference to everyone, but it would to a historical collector for
whom totally original condition is essential.  I don't consider that
an unreasonable attitude...you should see what happens to the value
of a historical military firearm if all of its *proper* screws are not
in place. :-)

Unfortunately, there is no source for *new* proper plated-brass screws.
I've purchased a good number of ham hack jobs just for the original
screws they still retained.  Millions of the original screws and i.t.
washers must be in US landfills.
